This is a description of an avian-shaped feature that rests below a network of cellular structures found on a mound within the Argyre Basin of Mars in Mars Global Surveyor image M14-02185, acquired on April 30, 2000, and released to the public on April 4, 2001. The area examined is located near 48.0° South, 55.1° West. The formation is approximately 2,400 meters long from the tip of its beak to the tip of its farthest tail feather. There is a minimum (...) of six different variations in appearance of the surface material over this small area. Utilizing the public targeting request form provided on the Mars Global Surveyor (MGS) website, co-author Miller secured a second image of the area that was obtained on July 3, 2006, showing this feature under different conditions S20-00165. The new image was then released to the public on August 11, 2006. A third image of the formation identified as MGS S13-01480 was acquired on December 15, 2005, and although officially processed on June 20, 2006, it was not made available to the public until August 22, 2009, on NASA’s Planetary Data System (PDS) website. All three of the MGS images reveal defining aspects of this avian feature, including a head, beak, body, eye, leg, foot, toes, wing, and feathers. When taken together, these components induce the visual impression of an avian-shaped formation that exhibits a unique set of proportional features. Adjoining this formation is a composite of complex cellular features that form a compartmentalized infrastructure. The three authors who are veterinarians provide a critical analysis of the avian features, and the geologist and geoscientist authors examine natural mechanisms that could contribute to the formation of this feature. An extensive search of comparable regions within and beyond the area of the Argyre Basin was conducted. A list of these sites is provided, and terrestrial comparisons are also offered. (shrink)

The literature on public perceptions of, and attitudes towards, nanotechnology used in the agrifood sector is reviewed. Research into consumer perceptions and attitudes has focused on general applications of nanotechnology, rather than within the agrifood sector. Perceptions of risk and benefit associated with different applications of nanotechnology, including agrifood applications, shape consumer attitudes, and acceptance, together with ethical concerns related to environmental impact or animal welfare. Attitudes are currently moderately positive across all areas of application. The occurrence of a negative (...) or positive incident in the agri-food sector may crystallise consumer views regarding acceptance or rejection of nanotechnology products. •Acceptance of agrifood nanotechnology based on perceptions of risk, benefit and ethics.•Attitudes towards nanotechnology in general are currently moderately positive.•Occurrence of a major nanotechnology-related "event" may crystallise consumer attitude. A number of observations have led researchers to postulate that, despite being replication‐defective, human endogenous retroviruses (HERVs) may have retained the potential to cause or contribute to disease. However, mechanisms of HERV pathogenicity might differ substantially from those of modern infectious retroviruses or of the infectious precursors of HERVs. Therefore, novel pathways of HERV involvement in disease pathogenesis should be investigated. Recent technological advances in sequencing and bioinformatics are making this task increasingly feasible. The accumulating knowledge of HERV biology may (...) also facilitate the definition and general acceptance of criteria that establish HERV pathogenicity. Here, we explore possible mechanisms whereby HERVs may cause disease and examine the evidence that either has been or should be obtained in order to decisively address the pathogenic potential of HERVs. This text prepares undergraduate mathematics students to meet two challenges in the study of mathematics, namely, to read mathematics independently and to understand and write proofs. The book begins by teaching how to read mathematics actively, constructing examples, extreme cases, and non-examples to aid in understanding an unfamiliar theorem or definition (a technique famililar to any mathematician, but rarely taught); it provides practice by indicating explicitly where work with pencil and paper must interrupt reading. The book then turns to proofs, (...) showing in detail how to discover the structure of a potential proof from the form of the theorem (especially the conclusion). It shows the logical structure behind proof forms (especially quantifier arguments), and analyzes, thoroughly, the often sketchy coding of these forms in proofs as they are ordinarily written. The common introductroy material (such as sets and functions) is used for the numerous exercises, and the book concludes with a set of "Laboratories" on these topics in which the student can practice the skills learned in the earlier chapters. Intended for use as a supplementary text in courses on introductory real analysis, advanced calculus, abstract algebra, or topology, the book may also be used as the main text for a "transitions" course bridging the gab between calculus and higher mathematics. Shoemaker (1996) presenteda prioriarguments against the possibility of ‘self‐blindness’, or the inability of someone, otherwise intelligent and possessed of mental concepts, to introspect any of her concurrent attitude states. Ironically enough, this seems to be a position that Gopnik (1993) and Carruthers (2006, 2008, 2009a,b) have proposed as not only possible, but as the actual human condition generally! According to this ‘Objectivist’ view, supposed introspection of one's attitudes is not ‘direct’, but an ‘inference’ of precisely the sort we make about (...) the attitudes of others, an inference that has the advantage in our own case ofonlyour own sensory data and memories, our behavior, and of the context we are in; i.e. we are all substantially self‐ blind. After sorting out a number of methodological and verbal issues, I argue, first, that thea prioriarguments against Objectivism don't succeed, and that Gopnik and Carruthers are right to regard the issue as an empirical one. On the other hand, I think they seriously underestimate the difficulty of establishing Objectivism. It is unlikely there is an inferential procedure from the data of pure sensation, behavior and context to the relevant self‐attributions that would be as spectacularly reliable as people manifestly seem to be. Moreover, there is a simpler model: the mind very likely consists of a panoply of sub‐routines some of whose outputs are ‘tagged’ for their having been so processed, rather in the way that software ‘documents’ are on standard computers. Introspection plausibly consists in a person's simply attending to distinctive constellations of these tags, even though they may lack phenomenal feels. This draws attention to an important independent fact: that much of phenomenology (or ‘what it's like’ to be in a certain state) may be constituted by facts that are not phenomenal. (shrink)

This article, an introduction to a special issue of the Journal of Military Ethics devoted to emerging military technologies, elaborates the present status of certain predictions about the future of warfare and combat made by postmodern essayist, Umberto Eco, during the First Gulf War in 1991. The development of military robotics, innovations in nanotechnology, prospects for the biological, psychological, and neurological ?enhancement? of combatants themselves, combined with the increasing use of nonlethal weapons and the advent of cyber warfare, have operationalized (...) the diffuse, decentralized, ?neoconnectionist? vision of warfare in the post-Clausewitzian, postmodern world that Eco first prophesied. On the one hand, such technologies threaten to make war ever more ubiquitous as the path of least resistance, rather than the option of last resort, for the resolution of political conflict. On the other hand, these same technologies offer prospects for lessening the indiscriminate destructive power of war, and enhance prospects for the evolution from state-centered conventional war, to discriminate law enforcement undertaken by international coalitions of peacekeeping forces. The Modern Synthesis (MS) gene-centered population model of evolution is currently being challenged by the Extended Evolutionary Synthesis (ESS) organism-centered developmental model of evolution. The predictions of the EES are here examined with respect to the arguments of Edward Drinker Cope (1840–1897) for an organism-centered evolutionary process in which organisms both shape and are shaped by their environments such that the activities of the organisms themselves play a role in their own evolution.

Whatever else one might say concerning the legality, morality, and prudence of his actions, Edward Snowden, the former U.S. National Security Agency contractor, is right about the notion of publicity and informed consent, which together constitute the hallmark of democratic public policy. In order to be morally justifiable, any strategy or policy involving the body politic must be one to which it would voluntarily assent when fully informed about it. This, in essence, was Snowden's argument for leaking, in June 2013, (...) the documents that revealed the massive NSA surveillance program: So long as there's broad support amongst a people, it can be argued there's a level of legitimacy even to the most invasive and morally wrong program, as it was an informed and willing decision.... However, programs that are implemented in secret, out of public oversight, lack that legitimacy, and that's a problem. From North Korea's recent attacks on Sony to perpetual news reports of successful hackings and criminal theft, cyber conflict has emerged as a major topic of public concern. Yet even as attacks on military, civilian, and commercial targets have escalated, there is not yet a clear set of ethical guidelines that apply to cyber warfare. Indeed, like terrorism, cyber warfare is commonly believed to be a war without rules. Given the prevalence cyber warfare, developing a practical moral code for this (...) new form of conflict is more important than ever. In Ethics and Cyber Warfare, internationally-respected ethicist George Lucas delves into the confounding realm of cyber conflict. Although the use of military force for humanitarian ends seems utterly divorced from the use of such force to combat terrorism, both uses answer to similar descriptions. Both appear to encourage nations that are not necessarily themselves under attack to set aside the reigning conventions of national sovereignty and territorial integrity for the overriding purposes of international law enforcement and protection of vulnerable noncombatants. Both involve offensive rather than purely defensive uses of military force. Both answer to criteria of justification (...) that can be derived more readily from the normative moral principles of the classical just war tradition than from purely descriptive revisions of the 'legalist paradigm' in international relations, because the latter is deeply wedded by precedent to notions of sovereignty, territorial integrity, and a purely defensive use of military force. Most significantly, the justification for both kinds of military action depends essentially upon a notion of 'the international community' that is inchoate and urgently in need of rigorous reformulation. In this paper, I attempt to formulate criteria for the justifiable use of military force for these non-defensive purposes, with attention to the nuances of internationalism that several of the resulting criteria entail. Challenges to the de facto role of the United Nations as the sole authoritative representative of this community, and alternatives to its authority in legitimating the use of military force for purposes of international law enforcement, are considered. Abstract This article evaluates the ?drive toward greater autonomy? in lethally-armed unmanned systems. Following a summary of the main criticisms and challenges to lethal autonomy, both engineering and ethical, raised by opponents of this effort, the article turns toward solutions or responses that defense industries and military end users might seek to incorporate in design, testing and manufacturing to address these concerns. The way forward encompasses a two-fold testing procedure for reliability incorporating empirical, quantitative benchmarks of performance in compliance with (...) formalized and programmable rules of engagement, and a conception of ?due care? in product liability. This would be designed in analogy with procedures currently followed by well-intentioned governments and militaries with their own (human) military personnel, both to ensure against failure, and to accept responsibility and compensate victims of inadvertent and unintended accidents. The procedure is designed specifically to address objections first posed by Robert Sparrow (2007) and Noel Sharkey (2007), and echoed in P.W. Singer's critically acclaimed Wired for War (2009), that lethal autonomous systems cannot be meaningfully held accountable for commission of war crimes, and thus the development, manufacture, and deployment of such systems would constitute a violation of international law. Records of certain Government Departments known to have purchased scientific instruments from designated suppliers over long periods are potentially important sources of information on both instruments and their makers. The Office of Ordnance was one such Department. Investigation of its financial and administrative records has shown that the appointment ‘Mathematical Instrument Maker to his Majesty's Office of Ordnance’ brought the holder a substantial trade in instruments for drawing, surveying, and military purposes. Detailed entries in the Bill Books enable not only (...) types, quantities, and prices of instruments supplied to be determined, but also the purposes for which they were required. In many cases the actual users of the instruments are named, with their locations in Great Britain and overseas.The records of the Office of Ordnance are extensive, covering the mid-seventeenth to the mid-nineteenth century in over ten thousand volumes or bundles. This paper provides an introduction to what is available, and examines in particular the period 1748–1772 when George Adams senior was Mathematical Instrument Maker to this Office. It is shown that during this period Adams supplied over 1500 instruments, ranging from drawing pens to theodolites, detailed in 148 bills amounting to a total value of £2425. Some other well-known instrument makers, such as Thomas Wright, Benjamin Cole & Son, and Jesse Ramsden, were also occasional suppliers of instruments in the same period, while from 1765 onwards the records include bills for instruments purchased by the Office of Ordnance for the Royal Observatory from makers such as Dollond and Bird. The total number of instrument makers' bills located and examined in the period searched, including the 148 by Adams, was 166. In addition, though not within the scope of this paper it was observed that the records contain numerous bills by William Deane before, and by Jeremiah Sisson after, the period of Adams' appointment respectively. There is a notion, cataleptic in its effects, that discussion in ethics and values must ultimately be blocked by the “naturalistic fallacy.” We can go so far in analyzing the categories of “good,” “right,” “ought,” “valuable,” and the like, but never so far as to embark from the field of logic or general philosophy and enter the alien provinces of science—at least with a visa. To think to reduce moral problems to those of psychology or biology or to those of (...) “culture,” is The Fallacy, insensitivity to which brands one as a positivist, a dupe of “scientism,” or at least a sympathetic fellow-traveller. Though the vocabulary of The Fallacy is not old—G. E. Moore and his earnest commentators will date it—the idea is almost as antique as philosophy itself; indeed, it is one of the prime devices whereby philosophy has managed to rationalize its subject-matter as something more than an historical accident. Most discussions of fiduciary duty focus on medical decision-making, but that is not the only context in which the concept is important. Investment advisers have fiduciary duties to their clients: in this essay, we address those duties. Many advisers refuse to help their clients with ‘socially responsible’ investment plans, for a variety of reasons, among which are fiduciary concerns. We argue that the reasons generally given not to pursue a religious, environmental, or social investment strategy are mistaken, and, most importantly, (...) that an investment adviser’s fiduciary duties may be met while providing such alternatives to clients.
